Waiting on base = No repair?

Waiting on base = No repair?

After losing my fourth final stand on Hard "and" fending off the rebel flagship twice, I discover that the base make no repairs when you wait. I know you have to sweat blood but, come on guys. No repair when you wait? On your base?
