Is iPad version free for PC owners?
I was just wondering if I would be able to download the FTL iPad edition for free because I own it on PC?

Nope.
It will be only available on the app store.
If you got it on Steam would you feel you would be entitled to a copy on GOG?

The Advanced Edition is a free update to those who already own FTL. Owning FTL is therefore a requirement. 
As long as you already own FTL, you will be entitled to update the game and enjoy AE content. Purchasing FTL in the app store will ofc include the AE.

the thread isn't asking about AE update but the ipad version specifically. In which case no. PC version does not include the ipad version. correct?

I believe that If you own FTL: PC you WILL NOT be given the I pad version for free.
