You shouldn't be able to hear fire if there is no oxygen leading to a crew member, the further from crew and the less oxygen, the quieter it is.

You shouldn't be able to do lots of things in the game, but you can because.. FUN! 
If it bugs you, you just need to use your imagination harder. Just say the fire indication is actually a representation of the abilities of the sensor system to track fires on your ship. Or the sound travels through the PA system. Just make up some technobabble and all will be right.

If you've got no oxygen heading to/around a crew member, you've got bigger problems then them not 'hearing' a fire!
I personally think there should be a big red alarm indication that comes up when you've got a fire on board, same as for when you get boarded. It's a pain when your sensors are down or you're in a nebula! Would add to the tension/drama to have 'shields critical','hull critical', 'engine critical' 'boarders detected' and 'fire detected' all flashing up simultaneously!

Neat little glowy fire alarms in each room would be cool. They'd all blink slow when there was a fire anywhere on board. Fast in the room with the actual fire.
