Title.
I was in a rock controlled sector, and when I went to a shop it showed me that I had the option of purchasing a crystal lockdown bomb. This is the first time I've ever seen a crystal weapon outside of the secret sector, and it's throwing me off. Is this a bug? Oversight? Intended?
Are rock sector shops supposed to have crystal weapons?

The weapon was considered to be way underused, as it was even more rare to get than the crystal cruiser. I guess the defs did not want to let the nice tactical uses it offers go to wast like that.
