My shields are manned and the icon has an asterisk above his head, what does it mean?

That means he's experienced at shields. I assume his icon is green? When he gets even better it'll turn yellow and have 2 stars.
It's a good thing. Your shields will recharge (even) faster when that particular guy is manning them.
