Ive been spending ages trying to get the rock cruiser. I find the event,at last, survive the challenge, then got told there wasnt enough time to complete the quest and must reach the federation base.

I've never heard of that happening, are you sure you did it properly? That doesnt sound right

He probably was near the end of, or that the rebel fleets covered most of the map of, sector 7 ; some quest mark will only appeared in the next sector in this kind of situation, but you can't do any quest in sector 8, hence the message.

This can happen to any quest, not just the ship unlock, that required another quest mark to be placed in the next sector if you're in sector 7.

I've had this happen to me a few times as well. If you're near the end of the sector, the quest beacon normally gets put somewhere in the next sector, but if the sector you're in is Sector 7, you just get told that you don't have time and will have to try it again.

It definitely sucks, but such it is. Best of luck next time you find it!
