It could be a German phrase. Because that eagle on the crest really reminds me of the Nazi crest which had a similar eagle on it. Or it could be Latin...?

I assumed it was a "Rescue On Fractalus"-style use of the programmers' initials, but after a little research, I guess I assumed wrongly.
