Green vibrating lines across my screen

Whenever I open Into the Breach on my new laptop, there are many thin green lines that travel across my screen. Everything on the application seems to be affected other than the cursor. I've tried re-installing the game. Is there a way I can fix this? The game worked perfectly on my old laptop.
