Flame thrower doesn't do 2 damage on 1st try

I repeated it a few times. Flame Mech uses Flame Thrower on the opponent. It's supposed to do 2 damage and lit the enemy on fire, but it only does the latter. When I try for the 2nd time (enemy is already on fire), it does 2 damage.

That's what the flamethrower does.

"Push target tile and light tiles on Fire. Damage units already on Fire."

The damage only happens if the unit was on fire when you hit it.
