As a programmer, XML is cake.
Using a .dat packer/unpacker is cake.
Tweaking settings, checking them in game, and tweaking more until you get it just right is...
not cake. Not hard - but I want cake. And am willing to pay money to get it.
Hell, I'll drive my lazy ass to the store and buy cake, even though I could make it for myself for less than half the cost...
Also, replacing existing vehicles that I still want to play is less cake.
This isn't about whether or not I have the skills to mod the game, but more about the time I would rather spend using a toolkit to do it with. Guess and check is anathema.

The data itself is easymode. The hard parts are the save files, and, frankly, we have them now, but to make it a fast/quick/useful tool, it's not going to be easy/fun ...

So you value the time taken by a 2 man Dev team to produce a toolkit for yourself and others to go out of their way to produce a toolkit they more than likely don't have at the moment at 10 bucks a person? You have to remember, making a toolkit would mean either not focusing on updates for the game or slowing down to a crawl any work they are doing.
TL:DR - I think the majority of the community would prefer updates/content expansion over a modding toolkit when modding (except hard coded items) is relatively easy..

But on topic, pretty much. If you want to mod something, you do it no matter how annoying it is. If you just want to be able to make tiny changes, and don't care that much then maybe it's a better idea to see if anyone in the community can be bothered.

The downside to this idea would be:
1. Toolkit development means less time spent on patches and expansions/dlc.
2. A toolkit might not be possible given how the game was made.
3. A flood of fan-made content might ruin or hinder the dev's opportunities to expand the game with dlc as they would have to produce things that fans could not in order to compete.
The upside to this idea:
1. As we've seen whenever a toolkit is produced, the fan-made content/mod side of the game explodes (look at anything by Bethesda).
2. Fan-made content greatly extends the life of a game.
I left a few out, but this seems to be the general issues with this idea. I'm still behind it and would be willing to pay another $10 for something like this.
