[BUG] Zoltan and Missile Weaps Ammo

If you have a zoltan crew member in your weapons room while you have a missile launcher that is offlined due to having no ammo, it will come online. You still can't charge or fire it but it will appear to be online. This led to some confusion until I realized that I was out of missiles.
