Nerf Fleeing ships

I can't help but think that the majority of ships that flee from battle have a little too much tipped in their favour. Whenever I come across a ship and damage it to the point where it wants to flee, it would just divert all of it's power to a crazily souped up engine. Not only allowing it to flee in the span of seconds, but pretty much rendering every other volley I fire useless. Even with an ftl jammer I happened upon by chance, a rebel rigger in sector 1 barely took a minute to flee after the fleeing message popped up- even while every other shot I fired was taking out it's helm for just under 7 seconds. Which brings me to another point; having a souped up engine beyond what most players could obtain at that point in the game is one thing- but having repair drones to pretty much render the helm invincible is just overkill.
I can't afford to waste a volley to take out the drone system, so the only thing I can hope for is that just enough of my shots land on the helm and disable it long enough to reduce the hull to 0.
And a lot of times you even get a ship that immediately wants to flee upon encounter, but has a weapons setup that in no way supports that intention. Now you've not only got the drone system and the helm to worry about- but also an engine system that supports an artemis and a burst laser mark 2 as well...
I know that this isn't necessarily a game-breaking disadvantage that directly screws you over, but it still bums the hell out of me when I miss the chance to get extra resources (particularly from that rebel supply ship).
