I read in the forums it's possible to buy systems missing in Type B layouts like Shields and Sensors.

How?

Do you just need to find a shop and get lucky or is there some other way I am missing? I've never seen any for sale.

Yup, you just simply run into them at a store and hope you got the scrap saved up.
