Does the rebel fleet only advance when you jump?

I'm wondering how the rebel fleet's progress is calculated. Does it advance a set value every time you jump, or does it also take into account how much time you spend on a specific beacon?

The reason I ask is that I tend to take my time after each battle to make repairs, heal crew members, and allow the oxygen levels to restore if I had to fight a fire or something. Is there any penalty for doing so?

Take as long as you want, the progress of the rebels occurs only when you jump.

If you run out of fuel and you wait for rescue, the rebel fleet will move the same distance as when you are doing an flt jump.

The exact speed depends on whether you turn on your distress beacon or not, and random luck ;)

Even with the distress beacon on? I thought it increased their rate a bit?

I know nebula outside nebula sectors slows the fleet down and any rebel ship that manages to flee speeds them up.

They can also be delayed by mercenaries and rebel ships that give up.

There are 2 other situations when they advance, it is not only when jumping.
