Weapon Control Question

Hello! I recently got back into some FTL (huge fan of course) and was wondering if a mechanic was working as intended. Basically I went in and wanted to upgrade the system power for my weapons. But what I noticed was the initial upgrade would take 60 scrap (

http://i.imgur.com/pQlHnh9.jpg). Is this the way it was intended ? I'm running with the B type Crystal ship. Thanks !

That's exactly how it's intended. The idea is, if you only have one power for a small weapon, you have to put extra into the system to upgrade it for multiple weapons or a more powerful weapon.
There are similar high increases to get to the second level of some other systems.
