It seems to be a very common laser that shoots 3 purple shots. However unlike the burst laser, the 3 shots hit three different rooms. Am I just mistaken?

Enemy weapons that fire more than one shot are not limited to hitting one room, but rather each one is randomly targeted.

I thought that being able to target different rooms in a single volley is very unfair, but then I realized that it's compensated by the fact that the AI does not time their shots.

Exactly, it also makes the AI a little less predictable

Or aim at your most critical systems

Yeah, in one of my Stealth B runs, I only got hit in the weapon system, and sometimes through the cloak too. Obviously, I had to rage quit that one.

Unfortunately it is not possible to make a single weapon hit multiple rooms for player ships :/
