If the mod adding the event is loaded before the mod modifying the event, then yes, by all means it should.

Help! for some reason slipstream will not work for me. I open the executable java file and the menu shows up, but it is blank. where the list of mods should be there is nothing. please help, i really want to patch in my mods. thanks!

Make sure all of your mods are placed in the "mods" folder, inside the slipstream folder... just saying.
Make sure any mod files you place in the "mods" folder are in .ftl file format. Which is basically just a .zip folder renamed to .ftl.
Also, make sure you run the .exe app, NOT the .jar executable. If you are on windows also make sure you run the .exe as an administrator.
If you're already doing that try reinstalling Slipstream. If you've updated to a new version of FTL upatch the game and delete the .bak files in the Slipstream "backup" folder. I hope that helps.
If not, read the readme files again, I don't think I can help much beyond that.

v1.5 has been released:
- Added modman_admin.exe, which always runs as administrator.
- Added an error popup when the jar is double-clicked.
- Fixed advanced find tags not honoring start= when greater than match count.
- Fixed advanced find tags not honoring limit=.
- Added rawappend/rawclobber suffixes to preserve whitespace in 'misc.xml'.
- Minor optimizations to reduce memory usage.
- Fixed hidden files and directories not appearing when finding resources.
- Changed modman.exe to fail rather than use VirtualStore (Presents non-admin windows users with the illusion of read-write privs by redirecting access to secret copies of files, within their own profile folders).
- Added a Validate warning for more junk files (leading/trailing tilde and *.dropbox).
- Junk files in mods are no longer patched into FTL's resources.

but I have an issue. The mod order is not kept after patching. It loads perfectly, but if you need to change mods, the order defaults to how the mod folder is sorted

I once had the star wars mod installed on my game, its regular ftl, and now I cant uninstall the mod, I can install others and as far as I can tell the mod file isn't anwhere on my pc, now don't tell me to go to the tech support forums, nobody there will help, and nobody on the mod forum will help, so since this mod manager seems to be part of the problem I came here, but it is my opinion, by the dates of most recent posts, this forum is dead or dying and no one plans to stop it

Sounds like your mod manager uses and already moded game build as its original backup. That happens if you update you mod manager without unpatching all mods before that for example. Safest procedure would be reinstall FTL and unpacking completely fresh mod manager into your new install. (Don't worry about your profile, that is stored separately.)
