idea:
mod player ship that is an Ai, give it sensors and a bunch of bombs. (system damage ones), time how long it takes systems to repair (most likely record it) and then restart game and do it again a few times.

Make sure the bombs are the sort that only do system damage. Don't want the theory ruined by hull breaches and unexpected fires.
The latter is actually important. Repairs pause while a fire is blazing, even if the ship has no oxygen. Maybe that's why people think it takes longer for auto ships to repair. The laser or bomb attack set it ablaze for a few seconds.

It seems I was wrong! *gasp* I haven't had time to do it systematically or even properly, but I hacked a couple of auto ships and counted how long it takes for one slice of the repair bar to appear - it was always roughly the same time, so the plausible explanation is that repair speed is uniform.
Unless, of course, the slice thickness differs between ships, so that some ships require less slices than others for full repair
