The Lanius seem to have loads of blue options, especially in Abandoned Sectors...
Engi and rockmen seem to have quite a few as well but other species don't seem to have so many... Teleporters, level 2 medbays, hacking...
Level three mind control has an awesome blue option where you find a trading post and use your mind control to give you a high amount of scrap before opening a store for you.
