One technical limitation of the artillery system is that all ships use the same weapon blueprint for the artillery. Which is to say, if you were to change the artillery to be an asteroid launcher, the Federation Cruiser would also use the asteroid launcher, instead of the Vindicator Beam -- along with every other ship in the game. There is no way to work around that...

You have a valid point, but you're being overly aggressive about it.
Instead of slipping into arguments, try to actually discuss and refine the solution.
As it stands, your proposal would require the current trading system to be revamped to fit the "augments are tools, not the actual goods" theme (not to mention it doesn't really work with some of the other tradable items, like medicine, food, luxury goods, et cetera). This would be a pretty big effort for a relatively small gain, and I think it's obvious why Sleeper is reluctant to attempt that.
