Modified fleet pursuit carries over between games

So yeah. Increased or decreased rebel fleet pursuit isn't cleared when you start a new game. If you get, let's say, a merc to delay the rebels for you for 2 turns, then start a new game, the fleet will be delayed for two turns in the new game as well.
Same goes for increased fleet pursuit.

This is only really noticeable when you can look at the savegame via editor, since the fleet starts offscreen. Still, seems like not all previous data is properly cleared from memory when starting a new game.
