Is Blast Psion intended to fire after Viscera Nanobots?

Died to this in my last run. Normally if you kill something with hazardous, you're guaranteed to be back with 1hp. Most effects seem to fire before Viscera so even very indirect kills grant the heal.

Blast seems to go off afterwards though, which lost me my HP/Reactor Silica, so I'm salty. Generally the order of operations in this game seems to resolve in player's favor when its not obvious, but this is a brutal exception.
