Because water has a bad habit of breaking electronics. Something like cooking oil (it has better thermal conductivity and less electrical conductivity) is far better.

This was done on some computer review/benchmark/overclocking site... oh yeah Tom's Hardware. It works. They did however note that it's probably smarter to use motor oil... cooking oil goes rancid!
