I had considered making a basic "combat simulator" type thing (basically a wargame of the ship-to-ship combat), but wasn't sure how to handle upgrading systems and keeping the reactor levels in check.

I think that would work a bit better than a full-on tabletop RPG based in the games 'verse, honestly.

There is character and ship development. The world and game mechanics would be different than FTL, but if nothing else it could be used as a starting point for the basic rules. They do sell the rule book individually but the box set comes wth battle map, ship maps, planets, etc.. as well.

I'm really gonna add my voice to DrunkZombie here and say go and check out Battlestations. I've been a huge fan of BS for years (it came out in 2004) and clearly it is some kind of inspiration for FTL. IMHO, FTL is essentially BS for my laptop and lets me play solo; so that's great!

I say, why reinvent the wheel? All BS would need is some reworking for the setting, but as a system, it's ready to go!

Here's a link directly to the Gorilla Games site so you can see all the expansions, etc...

Battlestations can also be found on amazon at the link DrunkZombie provided.
