Allows mechs to use the Repair ability (just the default one, not any of the special Repair abilities) on adjacent friendlies. These could be mechs, other friendly units, or even objectives! The actual functionality of Repair is unchanged. +1 HP, turn ending, removes status effects. Keep in mind, this won't allow you to repair empty tiles or enemy units. The orange highlight that indicates what you can target will only show up on an adjacent tile if there's a friendly standing on it.
