game stuck when there no enemies

last enemy turn - i lost artillery by fire (extra artillery which i should defend as a goal). there are no more enemies (killed them at my turn). after artillery die by fire game is stuck at "ENEMY ACTIVITY" notification i cannot continue. restard game did not help.
