[MOD] No Power Crash

This mod is really a modification made for other mods...
all that this mod does is remove ion storms and backup battery. both of these things can cause a crash for high-power modded ships.
(if you are wondering how backup battery can cause a crash; if the enemy hacks backup battery it will remove 2 reactor power... which is a big no-no)

only one version, unless I feel the need to change something. if you have another way that reactor power can be removed then let me know and I will remove that too.
