Suggestion: New crew/Bought crew have existing skills
By mid run to late run any crew you pick up are essentially useless compared to the crew you have trained as there is not much time left to train them up so why not make it that new crew you find or that you can buy come with some skills all ready trained by a certain amount, the further in you are the better the skills the crew you find have.

After receiving your 4 top level crew the extras are mainly used for repairing and repelling invaders etc. Or to risk in some of the events so they dont need special abilities as such.
That being siad it would be nice if there were a few crews with skills, not depending on where you are in the game but random. And naturally crew with more skills or bonuses would cost more or might have a negative effect to compensate for its bonus.

It would be easy enough to insert some sort of calculation into the game that, say, takes the highest skill value from each of your crew then divides an average and applies that value to a random skill on new/purchaseable crew. I think that'd be a good idea, incoming crew would be LESS skilled, but not completely unskilled.
Most of the skills would be useless to you if you've already got crew manning those stations, but in the event you'd lost one to an attack or event or something, that could be a real help if you got lucky and found a replacement, or that race chance when you can hire a Mantis that already has combat experience, giving you a bit of a boost for your boarding parties.
