Are we talking hull here? Because the blue icons below the green/yellow/red bar are shields. They charge automatically. The green bar at the top is your ship's hull integrity. That can only be repaired through certain events, using Hull Repair Drones or by buying repairs at a store.

If you mean your shield isn't coming back, you might want to send someone into the shield room to fix it. It might be damaged.

Your shield should charge automatically, nothing can damage your shields permanently in FTL.

At the bottom is the power assigned to each system... right click to lower power, left click to raise it. Shields work in multiples of two - two power bars equate to one shield, so one power bar in shields does nothing at all.

Total available power is in the bottom left. You can safely play with all the power outputs whenever you like - you're not permanently removing anything. A common tactic is to turn off medbay and oxygen during a fight - just remember to turn them back on afterwards (especially the latter).

If your shield is damaged (orange or red) you'll have to get one of your crew to repair it. Just send them in to the shield room, and they'll get working.
