Whenever I played by Sector 4 you wont be able to take out the shields on an enemy ship with a burstlaser MkII, so why it would be any better with dual lasers I do not know.

If you have level 3 Sensors you can tell exactly how much evasion the enemy has. The engine power level gives base evasion and looking at the Helm and Engineering consoles tells you if they have skill bonuses.
