One of the biggest flaws i see in the game is that getting more grid defense (i.e. overpowering the grid) is never worth it compared to all other rewards. The problem is that the whole game is build around the idea of preventing the vek from even attacking the buildings. While it is nice to be randomly saved from a situation where grid damage was unavoidable, it is not predictable and this means that you never really want to use it repeatedly. Getting reputation and buying reactor cores or weapons is much more reliable and therefore a much better investment.
My Idea is, that instead of giving a random chance to resist damage to a building, why not giving a chance to get a free placement of one shield bubble at the begin of the battle. This happens before placing your mechs, so that you can't apply the shield to your own mechs, but can use it to shield a building of your choice or even allied units like eath mover, bombs etc. (if you dont feel like this is balanced you could make it only applicable to building of course). This has still some RNG to it, because you dont know for sure if you get that shield at the beginning of the battle or not. But if you get it, the first advantage is that it involves the player actively thinking about the strategic placement of that bubble, for example on a building which is most likely to be attacked. It also makes it much more predictable, because the player knows beforehand which building is able to resist one attack. This means that you can't get multiple damage resist in one battle, but this is easy to balance out e.g. by raising the grid defense chance to 3% or even 4% per overpower, or by giving a chance for even 2 shield bubbles at higher grid defense, or by determining when and how the shield bubble can be placed (before mech placement, after mech placement, applicability to pre placed allied units).
Instead of giving a random chance to resist damage to a building, give a chance to get a free placement of one shield bubble at the begin of the battle.
Edit: If you dont like the free placement part, an alternative would be to randomly put a shield on x% of the buildings at at x% overpower, because shields are more predictable than random resists.
