I'm not sure about this one. I feel like having all movement delayed just because one asteroid hit your least cared about system would be incredibly frustrating. Yes, currently weapons stop charging when enemies are cloaked by design. If we don't, cloaking significantly helps AI opponents when players cloak because they will wait for the player to decloak and fire all weapons at once. It made using cloaking a terrifying prospect. I tend to listen to a lot of chiptunes when getting in a work mood these days. I love the Tower of Heaven and Herocore soundtracks. Also the Bionic Commando Rearmed soundtrack

Yeah, like Jacos138 said, morality can be tough in a games. As soon as a positive or negative feedback is given for a 'moral' choice, most gamers are hard-wired to respond only to the feedback and ignore any moral consequences.
