That UI and font looks awesome. I like the colors in the first and fifth picture the best, I just think the blueish-white fits well!

You could possibly modify the fleet pursuit back a bit, but have them actually advance. Once they get to you, you don't constantly get bombarded, but it could pull from an extended event list so there's a higher chance of rebel attacks. You know, like the stations you find in the game. Just a thought.

It'd probably be better to use the CE Infinite Space. It just makes sense 
If they aren't compatible it should say so in the thread I believe.
You should also try the Endless Loot mod with it, it mixes things up quite a bit

There's actually a mod that does pretty much what you're saying called 'Open Artillery'. I don't know if it's being updated though.

The OP still says Endless Loot is version 0.98h, but the download is 0.98i.

The only things you can mod with race are the names, descriptions, and sprites I believe. Editing their abilities or traits is impossible since it's hardcoded.
