There are a lot of weapons descriptions that would really benefit from the use of push descriptors. I can see both sides of this discussion, with the proviso that reallocating power should use your turn (like healing, you can move and reconfigure, but not reconfigure and attack). In game terms (AFAICT), the difference between a building and an environmental object is if it has green "HP" above the object (like mechs and enemies). You'll notice that buildings do not have HP markers, so when an ability says buildings are exempt - items without the HP markers are what...

I would say you could just have the pilot's name display in red (locked) or green (unlocked), rather than adding another field of data.
